FSU values international partnerships to enhance FSU’s global footprint, expand research initiatives, and to support FSU’s strategic plan. FSU has over 50 cooperative agreements with prestigious institutions from around the world promoting collaboration and research with FSU’s academic departments, research centers and institutes. In addition, FSU has over 45 bilateral exchange agreements with partners in 20 countries which allow for the exchange of students and enhanced global learning experiences.
There is a centralized process for proposing and approving international agreements under the Office of the Provost. The FSU signatory for all agreements is the Assistant Provost for International Initiatives. FSU has two main types of international agreements that promote collaboration and research between institutions:
Cooperative Agreements
- Cooperative Agreements are a written statement of a mutual interest in academic or research collaboration but which do not do not commit either party to any specific obligations, including use of university resources.
- Cooperative agreements serve as an official framework for exploring partnership activities and identify future endeavors. If a specific collaborative project is identified between the two institutions, an addendum or additional agreement must be developed to outline the details of the project.
- A cooperative agreement does not involve the exchange of students or faculty.

Reciprocal Student Exchange Agreements
- Exchange agreements are developed through partnerships with international institutions of similar academic standing to FSU and that meet the needs of students in various majors and colleges.
- Exchange agreements outline the responsibilities of the institutions, the eligibility of student participants, and the number of students to be exchanged per semester/academic year.
